While I agree with you about it being bad news, my guess is that this is to prevent worse news which is being hidden.
Considering the risks, and the international political fallout, my guess is that this was either A) going to hit populated areas and make a really big boom, or B) was going to land in "enemy territory" and there are things in the satellite we don't want people to see.
This is true. Found out that said satellite does have some rather caustic chemicals (which, in actuality, is normal for satellites) in it, so it could be worse.
My first reaction to it was to think of the Python sketch where a bunch of hunters go out hunting for small game (like bugs and moths) with giant ammo. Just seemed a bit overboard.
Then again, I wish them all the best of luck if they can shoot it down!
